1. Commitment to Achieving Net Zero
Healthcare Strategy Ltd is committed to achieving Net Zero greenhouse gas (GHG) emissions by 2050 across Scope 1, Scope 2, and relevant Scope 3 emissions, in line with UK Government policy and NHS England requirements and Procurement Policy Note (PPN) 06/21.
This commitment applies to all activities undertaken in the delivery of NHS-commissioned services and has been approved by the Managing Director of Healthcare Strategy Ltd.
2. Organisational Context
Healthcare Strategy Ltd is a clinically led healthcare consultancy and service delivery organisation operating a remote-first model. The organisation:
Does not own or lease clinical estates
Does not operate a vehicle fleet
Delivers services digitally and remotely
Uses subcontracted clinicians working from home or existing NHS environments
The operating model has been intentionally designed to minimise environmental impact while maintaining high-quality, safe clinical care.
3. Baseline Emissions Footprint

Scope 2 – Purchased Electricity

No centrally managed utilities

Scope 3 – Indirect Emissions
Relevant Scope 3 emissions are limited and proportionate to the organisation’s operating model and include:
Working-from-home energy use by staff and subcontracted clinicians
Cloud-based IT services and data storage
Minimal, non-routine business travel
Scope 3 emissions: 0.00 tCO₂e
Total emissions: 0.00 tCO₂e
Methodology:
Emissions are calculated in line with the GHG Protocol Corporate Accounting and Reporting Standard. Where supplier-specific carbon data is unavailable, UK Government / DEFRA conversion factors are applied. Scope 3 reporting is proportionate to the organisation’s size, maturity and risk profile.
4. Current Carbon Reduction Measures
Healthcare Strategy Ltd already implements the following measures to minimise carbon emissions:
Remote-first service delivery, eliminating routine travel
Digital consultations and virtual MDT working
Paperless systems, including electronic clinical records and reporting
Cloud-based IT infrastructure with no on-site servers
Use of existing personal equipment by subcontracted clinicians, avoiding duplication of hardware
Business travel limited to essential activity only, with virtual options prioritised
5. Carbon Reduction Targets and Planned Initiatives
Healthcare Strategy Ltd has set the following proportionate targets:
Maintain Scope 1 and Scope 2 emissions at 0 tCO₂e annually
Reduce Scope 3 emissions per unit of activity as the service scales
Planned initiatives include:
Ongoing optimisation of digital pathways to reduce administrative burden and travel
Annual review of IT and cloud suppliers, with preference for those demonstrating strong environmental credentials
Monitoring and minimising business travel, with justification required for non-virtual attendance
Periodic review of Scope 3 emissions as service delivery expands
Engagement with subcontractors to encourage environmentally responsible working practices
6. Governance and Monitoring
Responsibility for environmental management and carbon reduction sits with the Managing Director, supported by the organisation’s governance and risk management framework.
Carbon reduction considerations are reviewed through:
Quarterly internal governance reviews
Contract mobilisation and service redesign discussions
Risk management and business continuity planning
7. Reporting and Review
This Carbon Reduction Plan will be:
Reviewed annually, or sooner if there are material changes to service delivery
Updated in line with NHS England guidance and PPN 06/21
Made publicly available on the organisation’s website
